Wells Program

The Environmental Management Wells Program is responsible for oversight of the construction, modification, repair, inactivation and destruction of wells in Sacramento County, pursuant to Chapter 6.28 of the Sacramento County Code and and Section 13801 of the California Water Code.

The Wells Program regulates Water Supply Wells, Monitoring Wells, Exploratory Soil Borings, Geothermal Heat Exchange Wells, Cathodic Protection Wells, and other special use wells. Any well constructed in Sacramento County must have a permit from the Environmental Management Department prior to the start of construction unless it is specifically exempted in the Code.

Please make sure to familiarize yourself with the documents referenced on this page and plan ahead for your well construction to avoid any possible delays in the construction process.

Wells Program Staff:

  • Issue permits
  • Inspect well construction, modification, repair, inactivation, and destruction activities
  • Maintain a database that includes information on permitted wells in Sacramento County
  • Conduct enforcement actions against persons that violate provisions of the well Code
  • Approve plot plans during building permit issuance
