Mangan Park Lead Clean Up Project

Location: City of Sacramento Mangan Park Rifle and Pistol Range, 2140 34th Ave., Sacramento, CA 95822

Background Information

EMD has been given delegation authority from the California Department of Toxic Substances Control (DTSC) to oversee lead clean-up efforts as a result of a release of lead from the City of Sacramento Mangan Park Rifle and Pistol Range.  After reviewing the City's previous testing report documents, EMD issued a Corrective Action Order that was received by the City of Sacramento on April 27, 2016.  The order specifies a timeline and requires the City to determine lead levels and provide an outline for cleanup.  If you have any questions regarding field work completed by the City, please contact Marycon​ Young, City of Sacramento Media & Communications Specialist, 916-808-4751.

Mangan Park Area and Mangan Rifle and Pistol Range Building Exterior

As of February 2017, the cleanup of the impacted area around the Rifle and Pistol Range (2140 34th Ave., Sacramento, CA 95822) has been completed.

Mangan Park Neighborhood Area

In December 2017, the City of Sacramento submitted a Neighborhood Background Lead Study to EMD that summarized its comparison of lead concentrations in the immediate downwind residential neighborhood and a nearby residential neighborhood outside the area of expected lead impacts from the gun range. EMD contracted with an independent statistical consultant to review the Neighborhood Background Lead Study data. There was not sufficient evidence for EMD to require the City of Sacramento to clean up the lead found in the Mangan Park neighborhood yards. As of July 2, 2018, EMD is not directing further investigation or cleanup of the Mangan Park neighborhood.

Mangan Rifle and Pistol Range Building Interior

For the Mangan Rifle and Pistol Range building interior, EMD retains cleanup oversight, and on October 17, 2018, EMD issued a Second Corrective Action Order to Abate or correct the lead hazard. The City of Sacramento submitted a remediation work plan for EMD's review and EMD provided its approval on December 21, 2018. Remediation work on the building interior is scheduled to begin on January 7, 2019.
