Which Electronic Data Entry Portal Should I Use?

What is electronic reporting?

In 2008 a new California law took effect that requires all regulated facilities and all Certified Unified Program Agencies (CUPAs) to use computers to enter Unified Program data into a Statewide information system after January 1, 2013. This includes facility data regarding hazardous material regulatory activities including Hazardous Material Plans (HMPs) and underground storage tank information.

There are two electronic portals available for CUPA data entry: The Sacramento CUPA Electronic Data Portal and the CERS (California Environmental Reporting System) Portal. Please only enter your business plan information into one of the two data entry portals, not both.

Which of the two data entry portals should I use?

We recommend the Sacramento CUPA Electronic Data Portal unless your business is multi-jurisdictional (e.g., must report data to more than one CUPA.)

If your business does need to report data to multiple CUPAs, we recommend using the CERS (California Environmental Reporting System) Portal directly.

If you previously entered data originally through the Sacramento CUPA Electronic Data Portal, then you must continue to use the Sacramento CUPA Electronic Data Portal and not switch to CERS. Likewise, if you previously entered data originally through CERS, you must continue to submit data through the CERS Portal.

Either way, data is exchanged between the two sources so your status will be up to date.
